LAPD captain removed for excessive force

Investigation examines video evidence of force used on restrained woman

The Los Angeles Police Department removed Captain Joseph Hitner while an internal investigation evaluates his use of force on a handcuffed 5-foot-4 nurse.

According to Yahoo News, video evidence shows the small woman being tackled and then restrained. Once handcuffed, a second officer tackles her again, causing injuries to her shoulders and face.

Police Chief Charlie Beck held a press conference where he addressed the issue.

"Proper steps were not taken, including appropriate notifications and the removal of the involved officers from the field," Beck said. "Every Los Angeles police officer, regardless of rank, will be held accountable for their actions."

This issue is only the latest in a series of negative publicity for Beck's police force. According to CBS News, 34-year-old Michelle Jordan was thrown and abused by two LAPD police officers on August 21. Both officers were disciplined. The police investigation overshadowed the reason for her detainment: texting while driving.
