This week’s episode of Arrow picks up just where the last one left off - the Hood is surrounded by a SWAT team called into police headquarters by Laurel. Just as the SWAT are about to move in on the Hood, a mysterious woman swoops in and saves him. Before the Hood is able to ask who she is, the mysterious leather-clad woman disappears into the night. Oliver’s new concern is very real: there’s a new player in town, and he has no idea who she is.
Detective Quentin, Laurel’s father, gets called onto a crime scene where a woman is propped up against a pillar in a parking garage. She’s been attacked and killed by the Doll Maker, who turns women into dolls and dresses them up. At a loss, Quentin calls on the Hood to help him.
Meanwhile, in a dark alley a woman is getting into her car. She obviously senses something, but nothing is there, so she gets in her car only to find the Doll Maker in her back seat.
The Hood goes to Roy to get information on the mysterious woman in leather while Quentin goes to Laurel for court information on the Doll Maker. Laurel refuses to help him because those cases to him to a “dark place” before. He then goes to the Doll Maker’s attorney, where the Hood shows up and puts an arrow through the attorney’s shoulder to get information.
Armed with information, the Hood and Quentin go to the Doll Maker’s apartment, where a phone is set before a doll shrine. The phone rings, and Quentin listens as the Doll Maker kills and and makes a doll out of a girl he abducted.
Felicity researches the nine Doll Maker victims, including the most recent with information stolen from police headquarters She finds that most of them use the same skin cream. Knowing this, Felicity agrees to use herself as bait.
Felicity, Quentin, Diggle, and the Hood trap the Doll Maker by having Felicity buy skin cream from a boutique. The Doll Maker follows her into an alley, abducts her, and the chase begins. The Doll Maker drops Felicity as soon as he realizes he’s being chased. Quentin catches up to him, but the Doll Maker escapes just before the police get there and arrest Quentin for obstruction.
Moira Queen is up for bail, but the judge and prosecution are both working against her. She doesn’t have a chance, and the prosecution starts talking about using the death penalty against her.
Laurel gets her father out of custody, but not without him telling her he knows she feels guilty about Tommy’s death, and she’s just blaming the Hood instead. Later that day, Quentin is attacked by the Doll Maker on his way out to his vehicle. He abducts both Quentin and Laurel.
Roy gets information on a woman named Cindy, who he’s told can direct him to the mysterious woman in leather. There’s a chase, and Cindy is waiting for Roy with a pipe to the head in the end. Eventually he comes to and the mysterious woman in leather is there, asking him if “they” sent him. Before he can say anything, he gets a text from Thea about the abduction. The mysterious woman sees the text, tells Cindy to let him go, and leaves.
The Doll Maker has Laurel strapped into a machine to start turning her into a doll, while Quentin is tied up to watch. Just as the process is about to begin, the Hood arrives and saves Quentin and Laurel. He incapacitates the Doll Maker and tells him he’s going back to jail when the mysterious woman in leather shows up and kills the Doll Maker herself.
Meanwhile, Moira’s attorney is visiting her in jail, asking if there’s anything else she should know. Moira just tells her there are things that cannot be spoken about, and never will be.
The episode closes on the mysterious woman being visited by a representative from Ra’s al Ghul. He tells her she needs to come back to the League of Shadows. She refuses and kills him.
