This week’s episode of Arrow begins with a party for possible Queen Industries investors at which Oliver is nowhere to be found. He’s too busy being the Hood, but to Blood and Rochev he’s just a lazy rich kid. After Felicity gets a hold of him, he finally shows up to Blood telling him about the influx of guns to The Glades and how it’s related to a gang leader called The Mayor. Felicity interrupts Oliver at the party to tell him about the mysterious woman in the leather suit. Felicity tells him that every time he’s encountered her, Laurel has been around. So, obviously it’s not Oliver she’s after; it’s Laurel.

The Hood tracks down the mysterious woman only to find it’s an old friend: Sarah Lance. He hasn’t seen her since his time spent on the island of Lian Yu, and before then he thought she had drowned when his father’s ship capsized. Later that night when the Hood disappears and Cindy brings Sarah some dinner, we learn that Sarah’s battlecry is that no woman should suffer at the hands of men.

Back at Queen Industries headquarters, Blood shows up to complain about how late Oliver was to his own party. In exchange, Oliver offers to anonymously run a “Cash for Guns” campaign in the The Glades. Blood accepts his offer.

Laurel gets pulled over after joining a coworker for dinner and drinking a few too many glasses of wine. Luckily, her father is able to help her avoid a DUI, but not without telling her how worried he is of her, that she’s been pushing herself too far and her coping mechanism is alcohol.

After doing some research, Felicity finds out the influx of military-grade guns to The Glades might have something to do with The Mayor’s relation to someone in the military. She finds out a truck is arriving in The Glades tonight, and Oliver makes his plans. He breaks into The Mayor’s lair and scopes out the scale of the operation. The Hood barely makes it out alive.

Oliver meets up with Sarah to ask for her help taking down The Mayor - she agrees, but only after she tells him why she came back . Sarah wanted to protect her family after the earthquake. The two were interrupted when Oliver heard something outside - it was Mr. Lance. He was looking for Laurel. Before leaving, he tells Oliver to check on her, make sure she’s ok.

The next day at the Cash for Guns campaign, Roy is turning in everything he owns. He’s there with Thea when Cindy shows up and teases him. The event seems successful until The Mayor shows up, opening fire and terrorizing the event. Oliver saves Blood’s life by pulling him down behind a cop car. Roy takes a wounded Cindy to the hospital.

Felicity does some research and finds out the crates carrying the military grade weapons have security chips inside them, and Oliver uses that to get an edge on The Mayor before infiltrating his lair. The Hood and Sarah show up and quickly take down The Mayor. The Hood insists he lives.

At the hospital, Cindy is alive and Oliver has paid for her medical bills.

Laurel has started taking prescription medication and drinking even more.

At the end, The Mayor is tied to a chair in a room somewhere, surrounded by grungy medical equipment and hooded figures. A scarecrow-esque masked man walks up to him and injects him with a green syrum. The Mayor’s muscles convulse and he passes out, blood dripping from his eye. Satisfied, the masked man pulls off his mask to reveal his true identity - Sebastian Blood.
