This week’s episode of Arrow opens with Roy attempting to save a FEMA truck from a band of criminals. He’s almost successful until a run in with two criminals on motorcycles sends his car end-over-end. The criminals manage to hijack the truck with the help of a mysterious white haired woman. The police arrive moments later and zero in on Roy. At Verdant, Oliver is trying to figure out where he can start cleaning up Sterling City. Diggle tells him to be patient.

Thea gets a call from the police - Roy’s been taken in. At the station, he’s being questioned by Laurel. Before leaving the station, Oliver takes Roy’s arm and tells him he knows how it feels to keeping “finding something wrong in the world.”

FEMA’s delivery trucks continue to be hijacked, so no one in the Glades is able to get medicine. Oliver wasn’t aware of this. He and Diggle head to the hospital in the Glades, where a man named Sebastian Blood has a horde of people around him. They’re cheering him on as he puts down the “elite” that have “forgotten the Glades.” Oliver steps out and before he can speak, Blood is already putting him down. He sics his mob on Oliver and Diggle as they leave, narrowly escaping.

At Queen headquarters, Oliver is the new CEO. He’s hired Felicity as his secretary to keep her close, and Diggle as his chauffeur. At the Hood’s lair, Felicity tells Oliver about a FEMA delivery scheduled in twenty minutes, and it’s at risk of getting hijacked.

The Hood arrives just in time to take care of the motorcyclists, but the mysterious woman with white hair and a friend of hers show up. She sends her friend in to battle with the Hood while she gets away with the truck.

Back at the Hood’s lair, Felicity and Diggle tell Oliver about the consequences of their involvement with a vigilante. Diggle’s marriage is over.

Thea decides to break things off with Roy because she can’t stand being in love with someone who puts themselves in so much danger.

At Queen headquarters, Oliver has invited Blood to a meeting. Blood begins berating him again until Oliver agrees to throw a benefit for the Glades to show how much he cares.

That night, the Hood arrives at Laurel’s office. He wants to know why she hates him so much, and Laurel tells him it’s because she saw him leave when her friend Tommy was was dying.

At the benefit, Oliver is no where to be found. In the elevator, he gets a call from Felecity about another truck hijacking. The Hood arrives at the truck just as the hijackers killed the driver. All the while, Blood is bad mouthing Oliver at the benefit. While the Hood battles with another criminal, Diggle slips into the truck to drive off. He’s joined shortly thereafter by the mysterious woman with white hair. Diggle crashes the truck. He and the woman are battling just before the Hood shows up. He uses a special arrow to tie her hands together and leaves her for the cops. Before he leaves, she turns to him and says he’ll never be a hero because he’ll always be the criminal.

Later that night, the Hood meets with Roy and an alley. He needs his help, needs him to to be his eyes and ears in the Glades. Roy agrees and goes directly to Thea. He wants to get back together because he’s done with the violence. Later, the Hood meets with Laurel again. He tells her that the day Tommy died, he lost a friend too. She doesn’t believe him, and motions for a hidden SWAT team to surround the Hood.
