Penguin is having a nightmare that involves his mother. He is ultimately tormented by the nightmare, which is being caused by his aggressive treatment. Hugo Strange is observing and tests the treatment by the ‘ice cream test.’ He watches Penguin not react to an inmate’s overreaction, which makes Hugo happy since Penguin’s aggressive behavior has gone down and the treatment is working.
Selina meets Bruce in an alley and gives him a loaded gun. She warns Bruce of what this means. Bruce meets with Alfred and they begin their search for Matches and look to seek out an associate of his named Cupcake. They find him in a fighting pit but he will only give information for $50,000 and Alfred must fight him. Alfred agrees and the two engage in a very physical fight. Alfred eventually outlasts Cupcake and makes him tap out. Cupcake tells them to visit Jeri for more information.
There's a little tension between Leslie and Jim as they talk inside GCPD. Leslie has Kristin Kringle’s final paychecks and is concerned about her well-being. Jim pays Edward a visit and asks if he has heard anything from her. Edward lies and said that she left town, only leaving him a note. Edward claims he didn’t keep it and then realizes that he is in a cat-and-mouse game with Jim.
Hugo is giving Penguin some word association and telling Penguin that since he is feeling remorse, they are making progress with his treatment. Penguin claims that he wants to be normal. Hugo promises that a few more therapy sessions and he will be a better person. Penguin looks mortified.
Alfred is recovering from the fight at the hospital and makes Bruce promise he won’t leave until he is well. Alfred passes out and Bruce apologizes then leaves. Jim and Bullock visit Alfred and Alfred tells them that Bruce is on a mission to find Matches and kill him.
Bruce arrives at the Celestial Garden club and goes inside searching for Jeri. He explores inside and goes into a back office and finally meets Jeri. He explains why he is looking for Matches and she warns that he is a friend and how dangerous Matches is. Jeri messes with Bruce for a few minutes before finally revealing where he lives. She promises Matches will be happy to see him.
Jim confronts Bruce inside the club and tells Bruce that he can’t allow him to do this. Jeri then causes chaos with her band and allows Bruce to sneak outside. Jim then arrest Jeri and takes her into interrogation. Jeri also messes with Gordon and finally gives a clue into where Bruce is going.
Bruce goes inside the building where Matches supposedly lives. He knocks on the door and finally sees the man himself. He claims that he wants to “hire” Matches. Matches is giving him his conditions and his fee of $10,000. Bruce finally pulls his gun on Matches and reveals who he is. Bruce reminds him of what happened and it finally occurs to Matches who he is. Bruce wants to know who hired Matches to murder his parents. Matches refuses to tell him and wants Bruce to kill him. Bruce responds with “I wish you were a monster, but you are just a man” and walks outside. Jim confronts him outside and hears a gunshot. He goes inside and finds that Matches has shot himself.
Penguin is undergoing another therapy session where he helps his old ‘ice cream’ enemy. Hugo later tells him that he has passed all tests and is a sane man according to Gotham City. He is free to go. Penguin takes his certificate an happily walks freely out of Arkham Asylum. Hugo tells Ms. Peabody that Penguin is an experiment and he has deeper plans for him. Peabody makes a suggestion about semi-human creatures being built in the basement.
Inside GCPD, Bullock tells Jim that Matches had been quiet for the past few years. Jim still believes that Matches killed the Wayne’s, but wants to find out who hired them. Edward approaches Jim and asks him about any new information on the Kringle case. Jim promises to get back to him as soon as he has something. Edward slowly continues to lose his grip on his current state of mind.
Alfred goes into the basement and finds a note from Bruce. Bruce tells Alfred that he is going to live on the streets with Selina for a while and to please not search for him. He wants to learn about himself and the streets and the bad things that happen in Gotham. He begs Alfred to trust him and that he will return soon. We see Selina and Bruce walking into the night.
Edward is at home reading a newspaper and comes across a picture of Jim Gordon. He draws a green question mark across his face…
