We open this episode of Gotham where a deposition is taking place by Harvey Dent to try and discover what happened the night of the shootout and Bruce Wayne’s rescue. They are also trying to discover the truth behind Theo Galavan’s murder. Jim tells his version of the story, leaving out the fact that he was present and shot Theo to death. He also doesn’t know the whereabouts of Penguin.
Leslie is relieved that the charges against Jim are lifted; however, Captain Barnes still seems suspicious of Jim. They have no lead on Penguin’s location. Almost four weeks of searching and we see that Penguin has been hiding out with the homeless people. We find out that Butch has been running the underworld of Gotham in Penguin’s absence. Tabitha finds him and seduces him, wanting to be his partner. Selina is spying on them from the roof. Just like a cat.
A GCPD officer approaches a man in an alley responding to an abduction. He opens his van and she sees a frozen body, but before she can do anything the man shoots her and freezes her.
Jim returns to GCPD and reunites with Bullock. Bullock tells him about the strange case involving a cop frozen to death. They visit Edward, who tells them that liquid nitrogen wasn’t used, but a very rare liquid helium. Jim tries to discreetly ask Edward about his relationship with Penguin, but they suddenly hear clapping outside. Barnes comes in with a captured Penguin. Barnes throws him in the holding cell and tells Jim now he will find out the truth about Theo Galavan’s murder.
Barnes interrogates Penguin, and Penguin openly admits to murdering Theo and that Jim had nothing to do with it. Barnes tells Jim that Penguin backs his story and hopes that Jim is telling the truth and not to make a fool of him. Bullock tells Jim that he found out Wayne Enterprises makes liquid helium. They have three abductions and nobody has been found. Edward has a brief conversation with Penguin in which Edward promises to visit the grave of Penguin’s mother. Penguin is then transported to Arkham Asylum.
Mr. Freeze's real name is Victor Fries. His wife, Nora, has a disease that is slowly killing her. His goal is to discover the secret behind post-cryonic reanimation. He is experimenting on humans; Nora thinks he is using mice. Victor uses his basement as his laboratory. He has been keeping his victims here and experimenting on them.
Jim and Bullock chat with Lucius Fox about Wayne Enterprises having liquid helium. Fox says they used to, but Thomas Wayne killed the program several years ago. Meanwhile, Penguin arrives at Arkham. He immediately asserts himself, but the unstable inmates of Arkham don’t take him seriously.
Victor is continuing his experiment and feels he is on the verge of a breakthrough, when the person’s body quickly melts and disintegrates in front of him. He goes back upstairs to find Nora coughing up blood because she is out of her medicine. Victor goes to the pharmacy to refill it, but the pharmacist refuses. “You shouldn’t have done that…” Victor is warned before he leaves.
Penguin meets Dr. Hugo Strange, the Chief of Psychiatry at Arkham Asylum. He talks with Penguin about how he has handled his recent string of traumatic events. He has been a fugitive, lost his mother and had multiple threats on his life. Hugo has something suspicious about him. He seems curious about Penguin and maybe something in the past with Theo Galavan. Penguin also notices his cellmate losing his mind, and he met with Strange moments before Penguin did.
Victor returns to the pharmacy, freezes a security guard and then freezes the pharmacist. Bullock and Jim get the call about the ongoing attack and race to the scene. Victor is trying to escape in his van. Bullock accidentally runs over the frozen body of the security guard in the middle of the road, allowing Victor to escape. Victor returns home with the frozen pharmacist. Nora awakens and wanders into the basement, horrified by what she finds her husband has been up to.
Jim and Bullock investigate the pharmacy and get the name…Fries. They arrive at their house and find Nora in the basement, still in shock over what is inside her husband’s laboratory. We see Victor walking up, horrified that GCPD has taken his wife. They try and interrogate Nora, who refuses to betray her husband, knowing he is only trying to save her life.
Victor Fries arrives at GCPD and tells an officer he wants to confess to Jim Gordon. He joins a group that has also “confessed” to the freezing crimes. Edward is inside the medical lab examining the pharmacist’s body when he returns with a coffee to notice the body is missing.
The pharmacist walks into the lobby, unfrozen and alive, and Victor looks shocked. He has discovered reanimation. He quickly leaves GCPD.
Inside Arkham, Hugo Strange unlocks a hidden elevator and speaks into his persona recorder about Penguin and his upcoming plans to treat him. He is inside Indian Hill research facility where he is given an update on Firefly, as well as given the headline about Victor Fries and how he has solved post-cryonic reanimation. The papers have given him a new nickname…
