In Boston, Kevin Edson was arrested on Tuesday for having a rice cooker in his backpack. He was arraigned on charges that include making a false bomb threat. Edson, 25, was ordered to undergo a psychiatric evaluation, according to Reuters.

Last year, twin bombs caused three fatalities and injured more than 260 people. The explosions at the 2013 marathon came from bombs that were made from pressure cookers hidden in backpacks.

As of Wednesday, police have begun stepping up patrols at the marathon route. Thousands of uniformed police and hundreds of plainclothes officers have been scheduled to work the marathon. Strategically positioned cameras will also be utilized.

The finish line for the Boston Marathon is located at Boylston Street. This year, police plan to limit the crowd size on the street, and spectators might asked to move, if the size of the crowd gets too large.

According to the Associated Press, Dave McGillivray, long-time race director for the Boston Athletic Association, said, "I believe this will be the safest place on the planet on April 21."
