Plainclothes police officers in Philadelphia shot a pizza deliveryman who might have feared that they were going to rob him.
According to The Philadelphia Inquirer, authorities said that Philippe Holland may have tried to evade the ununiformed officers during an encounter Tuesday because he thought he would be mugged.
The officers said that they identified themselves as they approached the deliveryman, but it is possible that he did not hear or believe them.
The Associated Press noted that police Deputy Commissioner Richard Ross said that Holland fled to his vehicle and drove toward the officers, who then fired their weapons.
"They believe they're being run over, and they fire their weapons," he said. "We believe, unfortunately, that he also is of the belief that he is being robbed."
The 20-year-old was shot in the head, neck and leg, but is expected to survive.
The PPD said that the two officers involved have been placed on desk duty pending an internal investigation.
