A hit-and-run accident by a drunken driver in College Park left a Randallstown woman dead on Sunday, July 6.

Twenty-one-year old Janelle Marie Oni was crossing the street on U.S. 1 when she was hit by a minivan which fled the scene. Prince George's County police said she was pronounced dead at the scene, reports The Baltimore Sun.

Oni's mother, Ana Burnett, said Oni was her only child, and called her her “rock” and “angel,” and added that laws should be stricter and penalties should be heavier on those who drink and drive.

"Someone decided it was OK to get in a car after drinking, and drive. A car is a weapon. They ruined a whole family. She will never get married. I will never have grandchildren."

The driver of the vehicle, Jacky Luangraj, 33, had an alcohol level twice the legal limit. He was arrested and is facing 13 charges, including negligent auto homicide, driving under the influence and reckless endangerment, according to The Washington Post.

Oni's death was the third on the street this year.
