An expansion of Tokyo Disneyland and Tokyo DisneySea will not be unveiled before the end of the year, the Oriental Land Community announced today. The expansion, which will cost an estimated 500 billion yen ($4.09 billion), was supposed to be shown off before the end of 2015.

“We will need more time for creating a project plan that is most suitable,” Oriental Land said in a statement. According to Nikkei, the company hopes that the construction won’t impede on attendance numbers.

The expansion plan was set to double Tokyo Disneyland’s Fantasyland section and adding a Scandinavian area to Tokyo DisneySea to bring in Frozen attractions. All of the new attractions are expected to be open by 2023, while some will be open by the 2020 Tokyo Olympics.

LaughingPlace.com, which covers Disney news, notes that Ortiental Land didn’t set a new deadline to announce the designs.

Oriental Land owns the Tokyo Disney Resort with licence from the Walt Disney Company. The two parks have seen a decrease in attendance recently, dropping 4.8 percent during the first half of fiscal year 2015. Still, attendance did spike during October and is expected to climb during the holidays.
